merge: 上游 bug 修复 + Param Override 增强系统 + 批量余额查询

fix/cherry-pick-upstream-bugfixes 包含 3 个提交:
- fix: 移植上游关键 bug 修复(SSRF、Claude cache、定价过滤等 11 项)
- feat: 移植上游 Param Override 增强系统(9 种新 mode、Header Override、Audit 等)
- feat(region-sync): 批量查询用户余额接口,优化同步性能
